Leucate is one of Europe's great reliable wind destinations, built around the Tramontane, and unlike La Torche it actually has a rider culture and infrastructure on the ground - kite schools, spot-side bars, and a five-zone commune stretched along the Golfe du Lion.

It works for all levels because it offers both sea (La Franqui, Le Goulet) and flat lagoon (étang) riding a short drive apart. It suits kiters who want a self-sufficient wind-sports base with camping/family-holiday energy rather than a big-city nightlife scene; La Franqui in particular has a distinct skate/kite/rider subculture.
It is not the place for someone chasing Mediterranean glamour or non-stop nightlife - Leucate is mellow, spread out, and built for people who came for the wind.

- Le Goulet is noted locally as windier and gustier than La Franqui - not the place to start if conditions are already strong

- The tourist office's own spot list gives kitesurf/kitefoil only at the three sea spots - Les Coussoules, Les Pilotis and Aqualand. The étang spots are listed as windsurf/wing/SUP (Le Goulet, La Mine) and kitesurf is explicitly forbidden at Parcs à Huîtres. Do not book Leucate on the promise of 'miles of flat lagoon' for kiting without checking with a local school first: the official framing is that the lagoon is windsurf and wing territory.
- The windiest months are the coldest: November (40% of days kiteable), April (37%), January and February (36%). October is the worst month of the year at 15%. Water is 12°C in February. A 'shoulder season' trip here is a winter-rubber trip.
- The blue lifeguard flag means reduced surveillance in bad weather - which at Leucate is the same thing as the best wind. On big Tramontane days assume the beach cover is thinner, not thicker, and ride where a school (KSL at Les Coussoules) actually has rescue on the water.

La Franqui's kite scene is really the Plage des Coussoules, the vast exposed Mediterranean beach on the north side of Leucate that hosts the Mondial du Vent.
Le Goulet
Le Goulet sits on the north shore of the Etang de Salses-Leucate, under Leucate Village, and the Tramontane reaches this corner first.

Three facts orient everything here. One: the airport is 25 km and 20 minutes away, not the 50 km the file previously carried - Perpignan-Rivesaltes has six rental desks and Leucate is genuinely a same-morning arrival. Two: Leucate is not two spots but seven, and they split by wind rather than by taste - the Tramontane reaches Les Coussoules and Le Goulet first, while Les Pilotis and Aqualand need a marine or southerly. Three: the '300 windy days' number and kiteCOMPASS's 32% are both true and measure different things.
Air moves here nearly half the time (Météo-France logs strong wind 40-50% of days at Fitou, 4 km away), about a third of days land in the 12-35 kt kiteable band, and that third clusters in November (40%), April (37%) and January-February (36%). October is the dead month at 15% - not August, which is what riders warn about. Afternoons 12:00-18:00 run 40%, so the sea breeze reinforcement is real and mornings are Tramontane-or-nothing.

Getting there and moving around
The logistics truth is that Leucate is unusually easy and unusually cheap to move around. All parking in the commune is free, by municipal policy, and there are signposted camping-car aires at the spots themselves - Aire du Goulet, Mouret at Les Pilotis, rue Dali at Port-Leucate.
TER trains stop at Gare de Leucate-La Franqui, Citibus line 15 links that station to all five villages for €1.20, and line 13 runs to Narbonne for the same fare or €9 for ten rides. A car is a convenience, not a necessity, unless you want to chase the wind between sea and lagoon on the same day.
Cash is a non-issue: Crédit Agricole and Caisse d'Épargne in Leucate Village, Banque Populaire in La Franqui itself, ATMs at Port-Leucate. There is no hospital in the commune - the Maison de santé at 45 rue Louis Pasteur, Port-Leucate covers first-line care, and A&E means Perpignan or Narbonne, both public with ICU, both 30-45 minutes out.
Where to stay
The best bases are three, and they are not interchangeable.
La Franqui if you came for the Tramontane and want to walk to Les Coussoules: KSL on the sand with rescue and gear transport, the train station, the bank, the post office - and no supermarket, so shop before you settle.
Leucate Plage if you want the year-round option: Camping Cap Blanc is the only surfer-friendly property confirmed open all year, 50 m from the sand and near Les Pilotis, with Mer Sable Soleil next door running its own weather station and spot webcam.
Port-Leucate if you need shops, restaurants and a marina evening - Lidl, Carrefour Express, the medical centre, and the only beach in the commune where a dog is allowed.
Rules and restrictions
The tourist office's own catalogue assigns kitesurf to the three sea spots only. Le Goulet and La Mine are listed as windsurf, wing and SUP; kite is explicitly forbidden at Parcs à Huîtres. If you are booking Leucate on the promise of miles of flat lagoon to kite, verify with a school before you pay.
Second: the blue lifeguard flag means reduced surveillance in bad weather, which here is a synonym for the best days - ride where a school has a jet-ski on the water. Third: the windiest months are the coldest ones, water at 12°C in February, so a shoulder-season trip is a winter-rubber trip. Fourth: not one of the nine schools publishes a rental rate card; the only published price in the entire commune's kite economy is KSL's €130 April-June advanced course.
Making your choices
The decisions are these. Do you want the statistically best wind or comfortable water - you cannot have both, and November and February are the honest answers to the first question.
Do you want to ride Mondial du Vent week (22-26 April 2026 was the 29th edition; late April recurs) and accept that every bed in the commune is booked, or come a fortnight either side into the same 37% April wind with an empty beach. Do you take the car, or commit to one zone and the €1.20 bus. And do you bring your own small kites - a 4 m is not a theoretical need on a beach the tourist office itself describes as taking 100+ km/h.

Wikipedia's climate section for Leucate is the bridge: 'vents forts (fréquence de 40 à 50 % de vents > 5 m/s)' - wind above about 10 kt roughly half the time. So: air moves here constantly, roughly a third of days are genuinely kiteable, and that third is heavily concentrated in Nov/Apr/Jan/Feb. Leucate's reputation is built on the quality and violence of its good days, not on their frequency.

Line 15 is the intra-commune shuttle linking Gare de Leucate-La Franqui to all five villages. Same €1.20 fare. Wikipedia mentioning only line 13 is incomplete, not wrong.
