Kitesurfing in North Western Province
8 spots · 2 destinations · 16 schools
Kalpitiya Lagoon anchors this stretch of coast: shallow, flat, and rescue-covered, it's where most riders here learn before the southwest monsoon peaks in July and August at 20-30 knots.
From the lagoon, boat trips reach Vella Island's flat sandbar, Puttalam's mangrove-channel safari, and Donkey Point's wave and wingfoil break. Navy Point flips the calendar, working the December-March monsoon instead.
North Western Province holds 8 kitesurf spots in our atlas, grouped into 2 destinations. Riding here is mostly lagoons and flat water. The season runs May to October. 3 of them suits beginners. 16 schools operate in the region. The busiest areas are Kalpitiya.

the rules these spots carry, with the year on each
Kalpitiya LagoonKalpitiya20232023: Sri Lanka's tourism authority guideline for kitesurfing, kiteboarding and windsurfing governs the schools that dominate this lagoon rather than individual riders.
Vella Island (Magic Spot)Kalpitiya - Vella Island20262026: no permit, marine-park zoning, navy clearance or landing fee for kiting at Vella Island has been published by any Sri Lankan authority that could be traced. The real constraints are operator-level.
Donkey PointKalpitiya20232023: the Sri Lankan tourism authority's guideline for kitesurfing, kiteboarding and windsurfing binds the operators rather than you, and it shapes what you can book here.
Dream Spot (Dream Lagoon)Kalpitiya20232023: the Sri Lankan tourism authority's guideline for kitesurfing, kiteboarding and windsurfing applies to the operators who run the boat trips, and it bites here because the lagoon side is side-offshore.
Kappalady LagoonKalpitiya20262026: no municipal, federation or permit rule has been published for the lagoon. The lagoon-front schools stop kiting in the lagoon at 17:00 out of respect for local fishermen, who work after sunset.
Ippantivu Island (Mini Vella)Kalpitiya2026No permit, protected-area restriction or navy rule for kiting at Ippantivu is published anywhere; that is an absence of information, not an all-clear, so let the operator running the boat make the call (2026).
Navy PointKalpitiya2026No kite-specific zoning, permit, seasonal ban or rider licence was found for Navy Point in 2026. The rules that do bite are on the operator side: a business selling kite trips or lessons has to hold Sri Lanka Tourism Development Authority registration as a Water Sports Centre, and the authority publishes guidelines for water-based adventure tourism activities, so check that whoever takes you out is registered.
Puttalam LagoonKalpitiya20262026: no municipal or national kitesurf permit or zoning rule is published for Puttalam Lagoon.
Each block is the opening of the record's own rule, kept in its own words. Where two postings do not line up, both are kept and neither is picked for you.
