Texas kiting splits along two flatwater/wave axes: South Padre's Laguna Madre side — North Flats, South Flats, Bird Island Basin — gives shallow bay water for lessons and freestyle, while Isla Blanca's Gulf jetty turns on for S/SE wave riding October through June.
Corpus Christi adds its own split, JP Luby's Gulf surf beach against Packery Channel's protected seagrass flats, with Port Aransas picking up strong northeast cold-front wind farther up the coast.

Bird Island BasinPadre Island National Seashore, Upper Laguna Madre, Texas20262026: kite surfing and kiteboarding are prohibited throughout Padre Island National Seashore under section 1.5(a)(1)(v) of the superintendent's compendium in force in July 2026, alongside hang gliding, parasailing, paragliding, car sailing and ultralights; the stated reasons are disturbance of nesting least terns and snowy plovers and the hazard to other beach users from poorly controlled kites.
