Peak-season days blow through the daylight hours and top out around 3 pm, when the temperature difference between land and water is widest. The season opens in mid-March; by April and May the wind is in for most of the day rather than only the afternoon.

J.P. Luby Surf Park, the beach north of Packery Channel that riders also call North Packery, is the Gulf side of North Padre Island: open water, beach break, and a rock jetty that stacks up good waves in strong SE wind. This is a wave and freeride beach, not sheltered water to learn on.
SE comes in onshore to cross-onshore and is the kite direction; NW blows offshore and belongs to the surfers. It stays busy all year with families, surfers, jet-skis and surf fishermen, so you launch and ride downwind of everyone else and walk down the sand when the jetty end fills up.
Rips and undertow around the breakwater are the hazard that catches people out, more than the wind. March-July is the Corpus window, opening around mid-March on north frontal wind and settling into steady south wind by April into May. Kite sizes, rescue options and standing depth have never been published for this launch.

Rescue

No lifeguard tower on this stretch. The city's 2026 schedule names Gulf Beach and McGee Beach and does not list J.P. Luby or North Packery: on the guarded Gulf beach a mobile patrol runs 10am-8pm weekdays and 8am-8pm weekends from 29 May to 7 September 2026 with a tower staffed midday, then 10am-6pm daily through autumn and winter.
Nothing kite-specific anywhere here - no jet ski on standby, no radio watch. In the water it is 911. Two Corpus schools run jet-ski-assisted lessons and radio helmets, but that is teaching cover for their own students, not a rescue service. Work out a downwind landing on sand before you launch.

Wide sandy Gulf beach north of Packery Channel, in off SH 361 at Zahn Road or Newport Pass Road, with the rock jetty at the channel stacking up waves in strong SE.Vehicles are allowed on this sand with the city parking permit, so when the jetty end fills up you can drive down the beach and rig away from the crowd. Rules & access
2026: a Corpus Christi beach parking permit is required to park or drive on the Gulf beach, $12 for a permit valid January 1 to December 31, with no daily option; it is sold year-round at Stripes, H-E-B, Circle K and Murphy USA forecourts and at Padre Balli Park, Texas A&M-Corpus Christi, City Hall and the Beach Office. The 2026 city beach rules cover glass (none), dogs (leashed or under voice control), a 15 mph speed limit on the Gulf beach, campfires no larger than 3 ft, and camping for up to three consecutive nights and no more than six days a month. Nothing in the city's beach rules, beach safety or lifeguard pages addresses kiteboarding: there is no kite zone, no corridor and no seasonal kite ban, and local practice is to launch and ride downwind of surfers and beach users. Follow the posted flag warnings and the lifeguard schedule.
