    The superintendent's compendium in force in July 2026 bans kite surfing across Padre Island National Seashore, as it bans hang gliding, parasailing, paragliding, car sailing and ultralights, on the grounds that kites disturb nesting least terns and snowy plovers and put other beach users at risk. Wing foiling and wing surfing are permitted in the Bird Island Basin windsurfing area under the same document, which is the thing to know before you load the van. What the basin is known for is windsurfing: steady sea breeze over warm waist-deep water on a sandy bottom, with an authorised concession on the beach renting gear and teaching. The Laguna Madre averages about 1.4 m, undredged stretches are ankle to knee deep, the water is hypersaline at around 36 ppt, and the seagrass under it is roughly 80% of all the seagrass on the Texas coast, which is where most of the water rules come from. If you brought a kite, the launches are University Beach, Wildcat Park in Portland or North Beach, all of them outside the park. Camping on the shore is $8 a night in 2026, first come first served.

    Getting on the water

    Laguna-side day-use area inside Padre Island National Seashore, with a campground, a boat ramp and the Worldwinds concession building on the shore. Easy water access off a sandy shoreline; rigging space varies with campground and parking use.

    If it goes wrong

    No lifeguard. The windsurfing concession is on the beach during opening hours. Motorised vessels and anything over 16 ft are kept 2,300 ft off the Bird Island Basin shoreline along the stretch from the Bird Island Basin channel to half a mile south of the concession building, which keeps boat traffic away from people on the water.

    Rules and access

    2026: kite surfing and kiteboarding are prohibited throughout Padre Island National Seashore under section 1.5(a)(1)(v) of the superintendent's compendium in force in July 2026, alongside hang gliding, parasailing, paragliding, car sailing and ultralights; the stated reasons are disturbance of nesting least terns and snowy plovers and the hazard to other beach users from poorly controlled kites. Wing foiling and wing surfing are permitted in the Bird Island Basin windsurfing area under section 1.5(a)(1)(xviii). Motorised vessels and any vessel over 16 ft are excluded from within 2,300 ft of the Bird Island Basin shoreline between the Bird Island Basin channel and a point half a mile south of the Worldwinds building. Park entrance in 2026: $25 private vehicle for 7 days, $15 individual or bicycle for 7 days, $10 one-day vehicle, $5 one-day individual, $45 annual park pass; under-16s free. Bird Island Basin boat ramp: $5 per vehicle per day or $30 per year. Camping at Bird Island Basin: $8 a night, first come first served, self-registration.

    Luby Surf Park, the beach north of Packery Channel that riders also call North Packery, is the Gulf side of North Padre Island: open water, beach break, and a rock jetty that stacks up good waves in strong SE wind. This is a wave and freeride beach, not sheltered water to learn on. SE comes in onshore to cross-onshore and is the kite direction; NW blows offshore and belongs to the surfers. It stays busy all year with families, surfers, jet-skis and surf fishermen, so you launch and ride downwind of everyone else and walk down the sand when the jetty end fills up. Rips and undertow around the breakwater are the hazard that catches people out, more than the wind. March-July is the Corpus window, opening around mid-March on north frontal wind and settling into steady south wind by April into May. Kite sizes, rescue options and standing depth have never been published for this launch.

    Getting on the water

    Wide sandy Gulf beach north of Packery Channel, in off SH 361 at Zahn Road or Newport Pass Road, with the rock jetty at the channel stacking up waves in strong SE. Vehicles are allowed on this sand with the city parking permit, so when the jetty end fills up you can drive down the beach and rig away from the crowd. Launch and ride downwind of surfers and other beach users.

    If it goes wrong

    No lifeguard tower on this stretch. The city's 2026 schedule names Gulf Beach and McGee Beach and does not list J.P. Luby or North Packery: on the guarded Gulf beach a mobile patrol runs 10am-8pm weekdays and 8am-8pm weekends from 29 May to 7 September 2026 with a tower staffed midday, then 10am-6pm daily through autumn and winter. Nothing kite-specific anywhere here - no jet ski on standby, no radio watch. In the water it is 911. Two Corpus schools run jet-ski-assisted lessons and radio helmets, but that is teaching cover for their own students, not a rescue service. Work out a downwind landing on sand before you launch.

    Rules and access

    2026: a Corpus Christi beach parking permit is required to park or drive on the Gulf beach, $12 for a permit valid January 1 to December 31, with no daily option; it is sold year-round at Stripes, H-E-B, Circle K and Murphy USA forecourts and at Padre Balli Park, Texas A&M-Corpus Christi, City Hall and the Beach Office. The 2026 city beach rules cover glass (none), dogs (leashed or under voice control), a 15 mph speed limit on the Gulf beach, campfires no larger than 3 ft, and camping for up to three consecutive nights and no more than six days a month. Nothing in the city's beach rules, beach safety or lifeguard pages addresses kiteboarding: there is no kite zone, no corridor and no seasonal kite ban, and local practice is to launch and ride downwind of surfers and beach users. Follow the posted flag warnings and the lifeguard schedule.

    The water is glassy and knee-to-waist-deep over seagrass, so a bad session costs you a walk and nothing else. What costs you is the channel. It is deep, it carries boats, and you ride the flats behind it, never in it. Booties are not optional here: sharp shells and oyster reefs come up again and again, and the locals know where the reefs sit. You rig on a small grass launch rather than a beach, with wooden stakes and a power cable to keep track of while you sort lines. March-July are the best months, southeasterlies through spring into mid-summer, cold-front north and northeast wind from October through March. Beginner is set false despite the shallow water, because the launch, the shells, the stakes and the boat channel are not beginner-proof.

    Getting on the water

    Drive east from Corpus Christi over the JFK Causeway, turn into Packery Channel County / Nature Park near the Route 22 and S Padre Island Drive area, and follow the road to the grassy park launch. You rig on grass, not on a broad sandy beach.

    If it goes wrong

    No lifeguard and no patrol on the water; this is a day-use county park, not a guarded beach. Depth does most of the work, knee to waist across the riding area, so a failed relaunch is normally a walk. The exposure is being pushed off the flats in the prevailing E to SE, towards the deep channel and the open Laguna Madre. Ride with someone, carry a phone in a pouch, and use 911. No organised on-water cover at this launch has been confirmed.
