About 9 kt at first light, building from mid-morning, peaking between 14:00 and 17:00 at 12.8 kt on a year-round average and 14 kt across March to June, then easing after 18:00 without dying: nights hold 10-11 kt. Winter fronts arrive on their own schedule and can be blowing hard at dawn.

You cannot kite at Bird Island Basin. The superintendent's compendium in force in July 2026 bans kite surfing across Padre Island National Seashore, as it bans hang gliding, parasailing, paragliding, car sailing and ultralights, on the grounds that kites disturb nesting least terns and snowy plovers and put other beach users at risk.
Wing foiling and wing surfing are permitted in the Bird Island Basin windsurfing area under the same document, which is the thing to know before you load the van. What the basin is known for is windsurfing: steady sea breeze over warm waist-deep water on a sandy bottom, with an authorised concession on the beach renting gear and teaching.
The Laguna Madre averages about 1.4 m, undredged stretches are ankle to knee deep, the water is hypersaline at around 36 ppt, and the seagrass under it is roughly 80% of all the seagrass on the Texas coast, which is where most of the water rules come from.
If you brought a kite, the launches are University Beach, Wildcat Park in Portland or North Beach, all of them outside the park. Camping on the shore is $8 a night in 2026, first come first served.

When it blows, the median is 14 kt.

Effectively tideless. The upper Laguna Madre is not carried as a tidal station and no tidal datums are published for it; the gauge in the basin shows a median daily water-level swing of about 0.08 m. Wind and season move the water instead.Levels across a year spread about 0.41 m, five times the daily swing, so a sustained blow can add or strip more depth than any tide, which matters where the undredged flats are 20-34 cm deep to begin with.

Rescue

No lifeguard. The windsurfing concession is on the beach during opening hours. Motorised vessels and anything over 16 ft are kept 2,300 ft off the Bird Island Basin shoreline along the stretch from the Bird Island Basin channel to half a mile south of the concession building, which keeps boat traffic away from people on the water.

Launch

Laguna-side day-use area inside Padre Island National Seashore, with a campground, a boat ramp and the Worldwinds concession building on the shore. Easy water access off a sandy shoreline; rigging space varies with campground and parking use.

2026: kite surfing and kiteboarding are prohibited throughout Padre Island National Seashore under section 1.5(a)(1)(v) of the superintendent's compendium in force in July 2026, alongside hang gliding, parasailing, paragliding, car sailing and ultralights; the stated reasons are disturbance of nesting least terns and snowy plovers and the hazard to other beach users from poorly controlled kites. Wing foiling and wing surfing are permitted in the Bird Island Basin windsurfing area under section 1.5(a)(1)(xviii). Motorised vessels and any vessel over 16 ft are excluded from within 2,300 ft of the Bird Island Basin shoreline between the Bird Island Basin channel and a point half a mile south of the Worldwinds building. Park entrance in 2026: $25 private vehicle for 7 days, $15 individual or bicycle for 7 days, $10 one-day vehicle, $5 one-day individual, $45 annual park pass; under-16s free. Bird Island Basin boat ramp: $5 per vehicle per day or $30 per year. Camping at Bird Island Basin: $8 a night, first come first served, self-registration.

Rider tips

  • Do not bring a kite: the ban is written into the park's compendium, not left to a ranger's discretion.
  • A wing is the legal way to ride this water, because winging is allowed in the Bird Island Basin windsurfing area.
  • The entrance pass and the boat ramp fee are separate; carrying a board down to the sand needs the entrance pass only.
  • Camping is first come, first served with no reservations and no hook-ups. Fill water and dump near Malaquite.
  • Keep off the seagrass beds, which are the reason for most of the water rules here.
  • The nesting islands in the basin are closed 1 February to 31 August.
  • Buy food and fuel before you turn in: the nearest supplies are 13 miles north.
  • Come for the afternoon. The breeze builds from mid-morning and holds its peak from 14:00 to 17:00, and the beginner windsurf sessions start at noon for the same reason.
  • Water level here is a wind story, not a tide story. Days of hard south wind push water out of the upper lagoon and the shallow ends get shallower.

Bird Island Basin is on the Laguna Madre side of Padre Island National Seashore, 58 km and about an hour by road from Corpus Christi International: south-east across the JFK Causeway and down Park Road 22 into the park, then the signed Bird Island Basin turn before the Malaquite developed area.The park runs 70 miles down the barrier island, and the shoreline south of the developed area needs four-wheel drive.

Camping on site at Bird Island Basin for $8 a night in 2026, first come first served with self-issued permits, or at Malaquite on the Gulf side. No electric or water hook-ups anywhere in the park; a dump station and freshwater fill sit near the Malaquite campground entrance, and the nearest fuel and supplies are 13 miles north. Hotels are in Corpus Christi and on North Padre Island.

Birding: around 380 species have been recorded in the park, roughly 45% of all North American species. Summer sea-turtle hatchling releases from the Kemp's ridley programme, fishing off the beach or the laguna, stargazing.
