The spot

North Flats is the old windsurf and kiteboard flatwater ground on the Laguna Madre side of South Padre Island, north of the built-up town.

Shallow open bay water, room for long reaches, and enough of it that freestyle practice and a first attempt at riding upwind both fit without anyone getting in the way.

Wind seasons

Southeast and south are the classic warm-season directions; fall, winter and spring fronts swing the wind into the north sector and bring the cold with them.

The wind is the easy part here.

Access and regulations

In 2026 vehicle access to the old North Flats is restricted, walking paths still run out toward Outlaw Flats and Kite Ranch, and a public Wind and Water Sports Venue is grinding through city and USACE steps and bidding.

Older guides still describe an annual pass or an association arrangement, so treat every access detail you read as time-sensitive and check with a local shop or SPIW before you plan a session.

The flats are fragile ground, seagrass and algal salt marsh around the lagoon, so where you park, walk and launch matters.

Come March to July or mid-October to December, and if the access question is still open when you arrive, ride South Flats instead.

Direction to shore

The riding area is on the Laguna Madre side, so the shore faces west. The dominant warm-season SSE and S flow is cross-off to offshore relative to that bank, which the shallow water forgives but beginners should not ignore. Frontal N and NE wind pushes onto the bay shore instead.

A 9 / 12 / 14 m spread covers most of the year for a 75-85 kg rider on a twin-tip. The 12 m does the most work in the 15-18 kt summer thermal, the 9 m takes over on 20-25 kt spring and frontal days, and the 14 m earns its keep when the sea breeze stalls under 14 kt.Add a 7 or 8 m if you are coming for winter fronts, which can run well past 30 kt.

Around 16 kt through the summer thermal season, roughly 12-25 mph across a day. Winter averages nearer 20 kt over a wider spread, about 12-30 mph, and the wind behind a strong norther can pass 30 kt.

Generally clean over the open Laguna Madre flats in SE/S/SSE flow, with very smooth water in shallow sections; north-front days can be much stronger and gustier.

Mid-autumn through winter and into mid-to-late June holds the full range, fronts included, and the strongest days sit in that stretch.

Summer and early autumn are hotter and mostly light-to-medium on a thermal south to south-easterly averaging about 16 kt; winter averages closer to 20 kt.

Ankle-to-waist-deep water for miles across the Laguna Madre flats, hard sand and algal bottom in places. You can stand almost anywhere on the flats proper; the practical limit is not depth but distance, since a long drift downwind means a long walk back rather than a swim.

Wind-driven bay levels matter more than ocean-style tidal range. The flats behind South Padre Island flood regularly on tides pushed by the prevailing south-easterlies, so park on hard-packed sand and read the seaweed and the high-water marks before you walk away from the car.

The Lower Laguna Madre is a hypersaline, protected lagoon on the west side of South Padre Island, and it holds about 80% of Texas' remaining seagrass habitat. Ride around the grass rather than through it, and expect it to foul fins and foils in places. The water runs flat to lightly choppy depending on wind strength and depth.

Rescue

No lifeguard and no public water-rescue service covers the flats.

Prokite South Padre sells rescue and recovery, on the water or off the beach, and runs waverunner-and-radio support on its own lessons; the shop takes calls and texts on 541-490-6872 between 8am and 8pm daily.

Air Padre runs a twin-engine support vessel out of Port Isabel on 956-299-9463.

Anything medical or life-threatening is a 911 call.

2026: vehicle access to North Flats is restricted. Pedestrians still follow the paths through the dunes to the bay at Outlaw Flats and Kite Ranch, and a public Wind and Water Sports Venue is working through permitting. 2025: USACE public notice SWG-2018-00232 covers that proposed venue, on City-leased property reached by the South Padre Island Windsurfing Organization.

Past membership

A members-only arrangement, with registration and a membership fee paid at the local kite shop, applied in the recent past and is no longer advertised, so treat any pass or membership information as out of date until you confirm it on the island.

South Flats

South Flats, further south, is free, keeps vehicle access and parking, and is where lessons now run.

Park on hard-packed sand and read the high-water line before you leave the car; a rising wind tide can surround it.
Wear booties. The bottom is hard shallow sand, shell and algal mat, you will be walking on it, and dragging fins or foils through seagrass wrecks the grass.
There is no live wind station at North Flats itself, so cross-check the nearest South Padre stations and expect the bay to read differently.
On the dominant SE and SSE the west-facing bay shore is cross-off to offshore, so keep a lesson or a buddy between you and the long swim.

Airport

Brownsville/South Padre Island International Airport (BRO) is the closest major airport; Harlingen Valley International (HRL) and McAllen (MFE) are also used.

Route

Drive TX-100 across the Queen Isabella Causeway to South Padre Island, then continue north on Padre Boulevard toward the Laguna Madre-side flats. Current North Flats vehicle access is restricted, so confirm the exact access point locally before loading gear.

Transfer

About 30-40 minutes from BRO, about 45-60 minutes from HRL, and about 90 minutes from MFE depending on route and traffic.
