Ciro Marina is two launches under one name, and nobody has settled which one riders actually mean: Punta Alice, on the wide beach below the lighthouse, and the Torrenova seafront along the coast. Punta Alice is shingle rather than fine sand, and quad bikes use it.
Torrenova has a large car park on the seafront and a sand and rock bottom. The most specific wind picture, the Torrenova one, is S, SE and SW with Scirocco, 10-20 knots to start working and 20-40 knots when it is on, best from January to March and September to December; a broader reading of the same coast gives 12-35 knots and a March/April to October/November season, with a winter mild enough to keep riding.
This is open Ionian water with waves. In 2013 a kitesurfer was dragged about 1.5 miles offshore from Punta Alice by strong current in rough sea and gusty wind, and Coast Guard vessels came out of Crotone and Ciro Marina for him. Beginners should learn elsewhere.

Shallow water is described along the Ciro Marina shore, but no wading distance has ever been measured and no sandbar is mapped. At Punta Alice the shingle drops into open sea, so do not count on standing anywhere off the point.

Rescue

No kite-specific cover, no club watching the water. Sea emergencies go to the Coast Guard on 1530. In 2013 the vessels that recovered a kitesurfer dragged about 1.5 miles off Punta Alice came out of Crotone and Ciro Marina, which is the realistic response time to expect: a boat from a port, not someone on the beach.
