Lagoa de Albufeira is the Lisbon region's flat-water option, on the Sesimbra coast, close enough for a day trip and awkward without a car.

Two-spot setup

The setup is two spots in one: a shallow lagoon for learning, freestyle and foil, and the Atlantic beach just over the sand barrier for waves when swell and wind line up.

The wind is the summer Nortada, N to NW, strongest in the afternoon, and May to September is the season.

Summer bathing restrictions

Summer is also when the lagoon gets legally narrower: the 2026 bathing season runs 4 June to 13 September, and the Capitania edital bans kitesurf inside the lagoon west of the Casa do Infantado alignment for that whole period. Meira Pro Center, the resident school, moves its lessons to Costa da Caparica for those months, which matters if you were planning to learn here in August.

Currents

The body of the lagoon is calm. Moving water is concentrated at the mouth and the channel to the sea, where flow can be strong, and on the Atlantic side of the barrier, which has proper rips and surf. Drifting toward the mouth on an ebb is the realistic way to get into trouble here.

Conditions

The lagoon side gives flat to choppy water, while the Atlantic side of the sand barrier can have small waves to surfable beach-break conditions. Lagoa Pequena and Lagoa da Estacada are conservation/interdicted areas under the 2019 lagoon management regulation. Mussel aquaculture rafts are licensed in Lagoa Grande under the same regulation.

No kite-specific rescue. Lagoa de Albufeira-Mar carries lifeguard and first-aid cover through the 4 June to 13 September 2026 bathing season; the lagoon side and the whole shoulder season have none.

Bathing season

2026: Portaria n.o 204-A/2026/1 fixes the official bathing season for Lagoa de Albufeira and Lagoa de Albufeira-Mar as 4 June to 13 September 2026.

Kitesurf rules and weather limits

Kitesurfing is governed by Capitania do Porto de Setubal Edital n.o 97/2022 of 28 January 2022, still the edital in force, and it is stricter than the neighbouring jurisdictions.

Kitesurfing is permitted only in good weather with a sea of up to 1 m and wind up to force 6 on the Beaufort scale (28 kt), and is banned at sea whenever IPMA issues a yellow wind warning - a lower ceiling than the 33 kt applied at Cascais and Lagos.

Restricted zones

During the bathing season kitesurfing is prohibited inside the lagoon in the zone west of the alignment between Casa do Infantado on the south bank (38 30 31.23 N, 009 10 30.86 W) and the ruins on the north bank (38 30 54.58 N, 009 10 36.98 W).

Riders launching or landing near marked bathing areas must give more than 300 m clearance to their lateral limits and avoid places thick with bathers; kitesurfing is not permitted within 300 m of the shore at concessioned bathing beaches or in their recreational corridors, nor more than 2,000 m offshore without boat support.

Required equipment

An orange 50x50 cm quick-drying flag must be carried as a distress signal, with a whistle, a waterproof light stick and a phone in a dry bag recommended.

No permit, registration or club affiliation is required of an individual rider: the conditions are on equipment, wind strength and zones, not on paperwork.

Protected lagoons and seasonal changes

2019: Aviso n.o 12492/2019/POC-ACE makes Lagoa Pequena and Lagoa da Estacada an interdicted conservation zone, makes Lagoa Grande a permanently conditioned-use zone, allows only non-motorised recreational navigation under the regulation, and lets authorities reduce or suspend activities on water-quality or safety grounds.

Operationally, Meira Pro Center moves its kitesurf lessons from the lagoon to Costa da Caparica for the bathing season.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.
