Praia dos Moinhos is a river beach on the south bank of the Tagus estuary at Alcochete, looking across at Lisbon and the Vasco da Gama bridge. Do not come expecting Atlantic surf: the water is flat to choppy and its shape comes from the tide, the current and the traffic moving up the river. Timing is the whole spot.
The usual window is three hours before to three hours after high tide, and the higher the tidal coefficient the better; at low tide the bank turns to mud and oyster shells that cut feet and hold a board.
The sector that works runs NE to W, with NW and W the best of it, and W often feels stronger because the flow converges in the river mouth. It rides all year, and with a wetsuit the water is still good in November. Call it an intermediate spot, not for the wind but for the current and the clock.
Check the current Capitania de Lisboa edital before you rig, because the kitesurf text is published only as a scan and the Alcochete detail could not be read out of it.

Rescue

No lifeguards, no rescue boat and no shop on the beach. Local riders and members of the Aktivo association are usually on the bank and will land a kite for you, and that is the whole of it. Plan for self-rescue, and pick your downwind space before you launch, because the current decides where you come ashore.

Rules & access
2026: Edital n.º 16/2020 of the Capitania do Porto de Lisboa is still the only kitesurf regulation covering this stretch of the Tejo - the capitania's 2026 notices run to other subjects and none of them names Alcochete or Praia dos Moinhos. That edital is published only as a scan, so its Alcochete detail cannot be read out of the file; check the signage and the capitania board before you rig. Praia dos Moinhos also sits inside the ZPE and ZEC do Estuario do Tejo and on the edge of the Reserva Natural do Estuario do Tejo (2023). Local practice at the beach in 2026: ride the three hours either side of high water, side-shore to onshore wind only, never offshore or side-offshore, and 100 m of clear ground around a kite before it goes up.

Rider tips

  • Time the session to high tide: three hours before to three hours after is the usual window, and pick a day with a higher coefficient.
  • Park in front of the kite zone and rig there; there are no showers on site.
  • Wear booties, or stay off the water at low tide when the oysters and the mud are out.
  • Take the W and NW days, and read the current and your downwind space before you launch.
  • Ride with other people, and on a first visit go out with local riders or the school; the estuary changes fast.
  • Assume no lifeguards and no rescue boat.
  • Carry a hook knife and wear an impact vest. That is the standard here, and the estuary is a poor place to be tangled.
  • Do not put a kite up under a dark, charged sky.

Drive out of Lisbon over the Vasco da Gama Bridge to Alcochete, about 35 minutes, and park in front of the kite zone. From Lisbon Airport to Praia do Sal Resort on the Alcochete waterfront is about 23 minutes by car.
