The daily average still builds: measured at the Cascais aerodrome readings 10 km west over 2024-2025, hourly means run about 9 kt in the early morning, 11-12 kt from mid-afternoon, and hold into the evening. The legal window closes one hour before sunset whatever the wind is doing.

Praia de Carcavelos is a winter spot and nothing else. The wind that works is frontal S, SW and W, onshore, 10-30 knots, and it arrives with the fronts: rain, cold water, a full wetsuit. That season is November to March.
Waves are small to medium, the currents are real, and it is intermediate and expert territory rather than a place to build your first hours. Low tide opens up more room to land a kite, which matters on a beach with the road, the fortress and rocks at its edges sitting close behind you.
It is a big urban beach on the Lisbon and Cascais coast, with parking, restaurants, a lifeguarded bathing season and a train station a short walk away. Do not plan a summer trip around it: kiting is out from June to August, and the bathing areas are closed to kites anyway.

January to March and November to December are the kite months: the spot works in winter when the southerly and westerly fronts come through, and it is closed to kites through the bathing season. The months with the most wind in the local measurements are the opposite ones.
At the Cascais aerodrome readings 10 km west, July and August carry the most hours at 15 kt or more, roughly a third to a half, but almost all of that is the north to north-northwest nortada, which blows offshore across this beach and falls inside the closure anyway.
In winter the strong-wind hours split between the same northerly and the S, SSW and W directions that make the spot rideable.

Rules & access
The closure follows the bathing season, not the school holidays. Under the Cascais port captaincy's standing edital 950/2024, published 11 July 2024 and still the governing notice, kiteboarding on a sea bathing beach is prohibited within 300 m of the water line for the whole bathing season, with only the clearance needed for launching and landing manoeuvres.
For 2026 the national bathing season runs 1 May to 31 October. Outside that band the same edital allows kiteboarding only in good visibility, between sunrise and one hour before sunset, and only up to force 7 (33 kt, 61 km/h); it is off altogether while a yellow or higher sea-state warning is in force.
Riding more than 750 m offshore needs a motorboat escort, one boat for at most four riders and never more than 500 m away. Kitefoil requires a helmet, a line knife and a 50 N buoyancy aid; the same kit is recommended for everyone else.
Licensed schools work to a maximum of four pupils per instructor and eight per operator, with an emergency plan and a first-aid kit on site.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Plan the session around low tide if you want rigging and landing room.
  • Do not use it as a summer alternative: kiting is out from June to August.
  • Leave downwind margin. The Marginal road runs right behind the sand.
  • Check the frontal wind angle and the swell before you pump.
  • The closure runs the length of the bathing season, 1 May to 31 October in 2026, and covers 300 m out from the water line.
  • You may only ride between sunrise and one hour before sunset, and not at all above 33 kt or under a yellow sea-state warning.
  • The strong summer wind here is the northerly nortada, which is offshore on this beach and forbidden in the season. It is not a reason to come.
