When it fills in

A thermal, and it behaves like one. June to August the wind is at its lightest from before dawn through to late morning, starts filling around midday, and runs hardest from mid-afternoon into the early evening, holding for the first hours after dark before it fades. Diurnal shape from long-run reanalysis, not a beach measurement.

Cova do Vapor sits where the Tejo meets the Atlantic, past Trafaria on the Almada side, and it rides like a river mouth: shallow chop, waves usually 0-1 m coming from the left, water and sand that are visibly dirty.
There is parking and a clean patch of sand to lay a kite out on, and that is roughly the extent of the comfort. The mole is the hazard that matters, and there is no boat cover.
June, July and August are the months; summer wind is constant and blows a little harder here than at the neighbouring shore beaches, while winter is stable or gusty but still surfable. No spot-specific direction or knot range has ever been published, so read the Lisbon and Caparica forecasts and adjust on arrival.
Intermediate and up, with no school on site. The 2026 lifeguard plan covers the beach from 1 June to 30 September, so ordinary bathing-beach rules apply even though no kite zone is marked.

The spot sits on a corner. The ocean-facing sand runs roughly north-south and looks west; the river shore beside it runs east-west and looks north. On the ocean side a NW nortada comes in cross-onshore from the right, and a due north wind is close to pure cross-shore.The same wind is onshore on the river side. No kite-specific rescue, no boat cover for riders. Through the 2026 bathing season, 1 June to 30 September, the integrated rescue plan for Cova do Vapor and São João da Caparica staffs eight bathing units across 1,005 m of supervised sand: eight beach posts, twelve lifeguards, a lunch-cover lifeguard at each unit, one all-terrain beach assistance vehicle, one defibrillator, one oxygen kit, and a quad carrying a coordinating lifeguard, all on a shared radio net.
Outside that window there is nobody on the beach. Emergencies go to 112. The Trafaria maritime delegation is on +351 212 950 823, the Lisbon maritime police on +351 210 911 149 and +351 918 498 025.

Rules & access
Kitesurfing here falls under the Lisbon Port Captaincy and is governed by Edital n.º 16/2020, dated 16 April 2020. Riding is allowed only in good visibility, from sunrise to half an hour before sunset, and only up to force 7 on the Beaufort scale, 33 knots; it is closed outright while IPMA has an orange wind warning running.
From 1 May to 15 October rigging and riding are confined to the six zones in Annex A of that edital — Nova Vaga and Bela Vista on the Costa da Caparica, two stretches at Fonte da Telha, Adiça, and Seca do Bacalhau at Alcochete — and Cova do Vapor is not one of them.
Outside those zones you must stay beyond 150 m from the shoreline where the beach is lifeguarded, and beyond 100 m elsewhere. Edital n.º 24/2026 puts lifeguards on Cova do Vapor from 1 June to 30 September 2026, so through the summer the 150 m figure is the one that applies.
Going further than 750 m offshore requires a motorboat escort, covering at most four riders and staying within 500 m of them; 1,500 m from the coast is the hard outer limit.
Foilboards require a helmet, a line knife and a 50 N flotation aid to EN ISO 12402-5 or EN 393. Breaching any of it is a contraordenação under Decreto-Lei n.º 45/2002.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Come in June, July or August: the summer wind is the constant one here.
  • Walk the beach and locate the mole first, then decide your bailout before you launch.
  • Check water quality locally after rain or a heavy river discharge; the Tagus mouth carries whatever it carries.
  • Follow the posted beach signage and maritime-police guidance, because no current kite-zone map exists for this beach.
  • Do not bring a first-timer here. It is a river mouth for intermediate and expert riders, not a teaching beach.
  • From 1 May to 15 October this beach is outside every designated kite zone, so plan to stay beyond 150 m from the shoreline while the lifeguards are on duty.
  • Do not rig at nine. The wind is lightest before noon and best from mid-afternoon into the evening.
  • Save the Trafaria maritime delegation number before you drive out; it is the closest maritime authority to the launch.
