- Capo Mannu is genuine expert wave terrain with strong Maestrale and waves up to several metres — not a place to learn or to underestimate.
- Mistras, Funtana Meiga and the sea off Capo San Marco sit inside a protected marine and lagoon area (Area Marina Protetta Penisola del Sinis - Isola di Mal di Ventre / Stagno di Mistras), so access and behaviour restrictions can apply.

Mistras is a shallow lagoon behind San Giovanni di Sinis, west of Cabras, and the riding is knee-deep flat water with a small patch of grass and hard sand to rig on.

NW Maestrale is the wind that works, running clean across the water; SE Scirocco also delivers. No tide to think about. The catch is not the conditions, it is permission: the lagoon is designated ZSC, ZPS, Ramsar and Natura 2000 habitat, and entering or driving in interdicted areas is sanctionable. The 2013 record pulls both ways, one account has kitesurfers denounced for ignoring prohibitions and another states plainly that kitesurfing at Mistras is allowed, and nothing since has settled it. Ask a school in Cabras or the marine protected area office what is permitted this season before you carry a kite down the sand road. Summer water is 25.3 C, winter 13.7 C, and beach users are absent year-round. If nobody will confirm the access, Torre Grande up the coast gives you a normal beach and no argument.
Getting on the water

If it goes wrong
None. No lifeguard, no patrol, no school posted on the water, and the nearest help is whoever you drove in with. Depth is the safety net: knee-deep over the riding area, so a dead kite is a walk rather than a swim, and a long one. Emergencies go to 1530, the Coast Guard's national number, or to 112.
Rules and access
2026 status still unconfirmed. There is no kitesurf-specific rule, but Stagno di Mistras is ZSC, ZPS, Ramsar and Natura 2000 habitat, and unauthorized entry or circulation in interdicted areas is sanctionable (2025), enforced by the regional forestry and environmental corps at Oristano, which has fined visitors for driving into closed ground here. Two 2013 local accounts conflict: one has kitesurfers at Mistras denounced for ignoring prohibitions, the other states plainly that kitesurfing at Mistras is allowed. The marine protected area office at Cabras is the place to ask before you travel, on info.ampsinis@comune.cabras.or.it or +39 0783 391097, though its own rulebook, consolidated in 2011 with a 2026 supplementary schedule of fees and penalties, governs the sea by zone and does not name kitesurfing or the lagoon.

Torre Grande is the serviced wind-sports beach of the Gulf of Oristano: a broad sandy bay with a sandy bottom, sheltered enough to forgive mistakes.

The dominant wind is north-west Maestrale, commonly 20-25 knots and reinforced by spring and summer thermals; Scirocco from the southeast turns up less often but works. Wind character is sideshore, with usable directions SE, N, NW, W. Beginners and improvers are the natural fit, because the beach is broad and the schools are on it. Advanced riders use it for stronger-wind freeride or slalom, or as a base for the exposed Sinis wave spots at Funtana Meiga and Capo Mannu. What is not established: where the standing-depth teaching water actually sits, whether there is a kite-specific summer corridor, and whether anybody covers rescue for independent riders. In bathing season the 5 m strip from the waterline has to stay clear, and the swim zones are marked.

Beach rescue during the bathing season is governed by Capitaneria/municipal bathing rules; no dedicated independent kite rescue service is on record outside school activity.

2026: Sardinia's regional bathing ordinance defines the beach-season framework and requires respect for local maritime-authority and municipal rules; it also requires the 5 m strip from the waterline to remain free for transit and regulates launch/landing corridors. Torre Grande's municipal beach-rule page, updated in 2025 from a 2020 notice, says individual water sports including surf, windsurf and kitesurf are allowed when distancing and the 5 m battigia strip are respected.

Best direction is NW/Mistrale: the Mistral comes in clean and cross-shore, while north wind turns it cross-off and gusty. The waves are smaller than at Capo Mannu and the wind is more consistent, which is the trade you make by coming here. On the big days, Maestrale above 25-30 knots, it breaks in 1-3 m formed waves over several rocky peaks. Accounts of the launch and the bottom contradict each other, sand and an easy entry in some, a low rock shelf with urchins in others, but reef, rocks, urchins and current are all well supported. It sits inside the Area Marina Protetta del Sinis, so check the zone rules before you drive out. This is an intermediate-to-advanced wave spot, not a school beach.
Getting on the water
Launch from the Funtana Meiga shore west of San Giovanni di Sinis, at the north end of the little beach. From Oristano head north for Torre Grande, follow the signs for San Giovanni di Sinis, and turn right for Funtana Meiga about 300 m before the village. What you find at the water is disputed: a low line of rock shelf in one account, sand in another. Three rocky tables sit roughly 300 m out and form the peaks. There are no services at the spot.
If it goes wrong
No dedicated rescue service is confirmed. Open sea, waves and current mean you plan your own way back in.
Room to rig
Conflicting descriptions: a big sandy beach, effectively no beach with a low rocky shoreline, and a little beach. Unconfirmed.
Rules and access
2026: the Sardinian regional coastal ordinance sets the summer coastal season from 1 April to 31 October and, following the 2025 national infrastructure decree, fixes the bathing-safety season from the third week of May to the third week of September. Inside it a 5 m strip from the waterline, measured against mean summer sea level rather than the low-tide line, must stay clear for free transit; marked launch and landing corridors are public and must be used as the authorising act prescribes, with bathing, mooring and anchoring inside them prohibited; motor vehicles are banned from the beach all year and from the dunes entirely; beach games and casual sport are prohibited within 15 m of the waterline; and turtle-nesting protections can close off stretches of sand. The spot sits inside the Area Marina Protetta Penisola del Sinis - Isola di Mal di Ventre, governed by the 2011 zoning decree with a 2023 supplementary regulation covering fees and penalties. Zone A is the integral reserve around Mal di Ventre and Catalano rock, zone B the waters off Torre del Sevo out to about 1,000 m plus parts of Mal di Ventre, and zone C the rest of the protected sea. The published zone descriptions do not name kitesurf and Funtana Meiga's zone was not confirmed; the area office answers on +39 0783 391097. No Funtana Meiga-specific kite permission, corridor or ban is confirmed.
Capo Mannu
Capo Mannu is a promontory about 20 km from Oristano and one of the best-known wave spots in Sardinia and in the Mediterranean, and it is expert ground.

Maestrale blows very hard here and the waves reach 4-5 m, with NW sideshore and N side-off and gustier. The proper conditions normally arrive after several days of strong NW, so watch the run-up rather than the day. There is no ordinary sandy beach at the break: the entry is rock, and many kiters launch from Putzu Idu about 1 km downwind and come in from the sea. Open water, powerful 1-3 m+ waves, rocky entries and exits, sudden gusts, current in big swell, surfers on the peak, and no formal organization or marked zone anywhere. Beginners and intermediates have nothing to do here. Come with wave skills, local advice and a safety plan.
Getting on the water
The cape itself is a rocky entry with no normal beach. Many kiters launch from Putzu Idu, about 1 km downwind, and approach from the sea.
If it goes wrong
No public rescue post, no lifeguard and no marked kite zone at the cape. A kite school based at Capo Mannu lists a rescue rib and a launch corridor among its facilities, but it teaches on the sheltered Sinis water rather than at the point, so nothing covers the break itself. Emergencies at sea go to 1530. Do not ride alone, and leave someone on the beach who knows where you went in.

- Tharros was founded by Phoenician settlers and later became a Punic and then Roman city; its ruins sit right at the tip of the Sinis peninsula, past Funtana Meiga and San Giovanni di Sinis.
