Arpoador da Tutoia is a fishing hamlet on the Maranhao coast between the Delta do Parnaiba and the Pequenos Lencois, with an IKO center sitting right on Praia do Arpoador. The wind is the trade, side-onshore from NE/E/SE, 15-30 knots in season; 18-28 knots from E/SE is the figure you will hear more often.
Season windows do not agree: July to December for Arpoador itself, July to January for the wider Tutoia coast, and August to December is the peak everyone agrees on. Book for those months.
What you get is a mix of ocean, lagoons, flats, sandbanks, river arms and mangroves rather than one lagoon, so a wave board, a foil and a twintip all earn their place, and downwinders toward the Delta are easy to set up.

Rules & access
No kitesurf-specific municipal, beach or community rule has surfaced for Arpoador as checked in 2026. The village and the sand around it lie inside a Maranhão state environmental protection area — 269,684 hectares covering part of Tutóia along with Barreirinhas, Paulino Neves, Água Doce do Maranhão and Araioses, created by state decree 11.899 of 11 June 1991 and administered by the state environment secretariat.
The restrictions that bite there are on dunes, vehicles and building, not on kites. Access to the village is along the beach and gated by the tide rather than by any permit.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Ride the first session with the school: launch access, tide state and where the flat sections are on the day are all local knowledge.
  • Come August through December if you want the wind to show up every day.
  • Sort out 4x4 or buggy timing before you arrive; beach access is at low tide and nothing here is quick.
  • Carry water and food for the beach; away from the school and the pousada there is little or nothing at Arpoador beach.
  • For a Delta or Atins downwinder, book rescue and transfer before you launch. There is no easy self-return.
  • Bring serious sun protection: hot and humid year-round, water warm enough that a wetsuit never comes out of the bag.
  • The freshwater lagoons between the dunes are filled by the January-to-July rains, so dune-lagoon riding is a leftover of the wet season and thins as the kite season runs on.
  • Ride the ocean side at high water and move to the gaps between the sandbanks as it drops; that is where the flat water is.
  • Pack 7 m and 9 m for a 75-85 kg rider and carry a 12 m for the quiet days.

Parnaiba (PHB) is the nearest airport by road; Sao Luis (SLZ), Jericoacoara/Cruz (JJD), Fortaleza (FOR) and Teresina (THE) are longer regional gateways depending on route and flight availability.
