No hour to aim for. The wind is frontal, so it arrives with the weather system and can be on at breakfast or at eight in the evening; you ride the forecast, not the clock. From 1 June to 31 August you also have to fit it around guarded bathing hours and the surf-left, swim-right zoning.

The spot

Kakumäe is Tallinn's west-side city beach on Kakumäe Bay, a sandy public bathing beach that doubles as the after-work kite spot. The wind is synoptic, so you ride when the forecast shows W or NW; WNW/NNW also work, SW is possible but a local call. The bay is 1-2 m deep at the spot and mostly chop with some flat water and the odd small wave. It is a city session, not a trip: people ride here because it is 20 minutes from the airport.

Zones and schools

From 1 June to 31 August the beach is zoned, surfing on the left, swimming on the right, with lifeguards and buoys, and the marina basin 3 km along the bay is closed to kites. Fansurf runs from the beach itself and Surfy from the marina, which is unusually good school cover for Estonia.

Conditions and season

The water is cold, 16.1 C as a summer average and 2.7 C in winter, so it is a wetsuit every month of the year. No long-term wind average exists for the spot, and the season is May-October on paper with midsummer the least confirmed part of it.

Lifeguards on the beach from 1 June to 31 August, 09:00-20:00 or 10:00-20:00 depending on which 2026 notice you read; check the beach board. The Kakumäe volunteer sea rescue and Surfy both publish local safety guidance. No kite-specific rescue.

Sandy public beach at Räime tn 52 with changing cabins, shower, seasonal kiosk, free unguarded car parking and bicycle parking; Fansurf operates on the beach, which is long and sandy.

2026: Kakumäe is an official Tallinn public bathing beach with monitored water and lifeguards from 1 June to 31 August. In swimming season the surf zone is the left side of the beach and the swimming zone the right; keep to it.

2026 Tallinn public-beach rules: no pets unless a separate area is marked, no glass. 2026: at the marina 3 km along the bay, surfing is forbidden in and behind the marina basin; that is a different launch from the public beach.

Filter forecasts on W or NW first; ride WNW, NNW or SW only when a school or the beach meter backs it up.
June-August: rig and ride on the left (surf) side of the beach and give the swimming buoys a wide berth.
Do not self-launch alone off the marina shore 3 km along the bay; the notice posted there rules that shore unsuitable for launching and landing without help.
Check a live meter before driving out; there is no long-term wind statistic for Kakumäe itself.
Bring a proper cold-water suit even in shoulder season: 16.1 C summer and 2.7 C winter averages.
Bus 21, 21A or 21B to the Landi stop, then walk down Kilu and Räime streets; by car, park in the free unguarded lot at Räime tn 52.

Route

Buses 21, 21A and 21B to the Landi stop, then walk down Kilu and Räime streets to the beach; from Balti Jaam, buses 21 and 41 to Landi plus about a 1 km walk take around one hour. By car from Tallinn Airport it is about 15 km and approximately 20 minutes.

Transfer

20 minutes by car from Tallinn Airport to Kakumäe; around 60 minutes by bus from Balti Jaam to Kakumäe beach.

Stay anywhere in Tallinn or in Haabersti; there are 1358+ hotels within reach of Kakumäe, none of them kite-specific.

Beach facilities include ball courts, playgrounds, showers and a kiosk; Fansurf offers SUP, windsurfing, wing and camps, and central Tallinn sightseeing/nightlife is close enough for no-wind days.
