Lagoa de Ibiraquera is a shallow, flat lagoon in Imbituba, Santa Catarina, 0.5-1.7 m deep, and one of the best places in southern Brazil to learn or to work on freestyle.
Across the sand bar is Barra de Ibiraquera, an ocean beach with sand-bottom surf, a long windsurf history and the Ibiraquera Wave Contest; that side is for intermediate-plus wave riders, not for lagoon learners. The season is September to April on the NE/NNE thermal, which fills in mid-morning to afternoon; S/SW cold fronts bring the strong, cold, short sessions.
On the lagoon the NE is steady. At Barra it is gusty, with turbulence off the surrounding hills and a wind shadow close inshore near the island. The middle stretch of the lagoon is the widest and has the most consistent wind with no rocks downwind; the upper section is quieter and the lower one more technical.
Water is 24.4 C in summer and 17.8 C in winter, so a 3/2 mm in the cold months since winter averages sit below 18 C.
The whole area is inside the APA da Baleia Franca, and the sand bar gets opened only under environmental licence: residents and tourists opened it on 19 January 2025 without one and a civil action is still running. Whether anyone runs a rescue boat outside the schools is unconfirmed.

September-April on the lagoon, November-February the strongest stretch. Winter sessions are frontal, colder and shorter; July is a peak month for ocean waves at Barra.

The lagoon itself is still water. The exception is the sand bar at Barra: when it is cut open the lagoon drains to the sea through a narrow channel, uncontrolled openings have been linked to fatal accidents in the past, and the flow there is not something to ride near.Ask whether the bar is open before you go anywhere close to the mouth.

Rescue

No rescue boat, no lifeguard and no paid safety cover on the lagoon. What exists is the school you booked with, watching its own lessons and rentals; ride independently and nobody is counting heads. Emergencies on this coast go to the Corpo de Bombeiros Militar de Santa Catarina on 193.

Rules & access
The lagoon sits inside the APA da Baleia Franca, a federal whale-protection conservation area, and opening the Barra de Ibiraquera sand bar requires ICMBio authorisation, a prior technical study and environmental licensing. Residents and tourists opened it without any of that on 19 January 2025; the environmental military police isolated the site and Civil Action 5002636-69.2024.4.04.7207/SC is still running.
Controlled openings used to be decided by a standing committee that assessed water level and environmental conditions first. No kitesurf-specific municipal or park zoning rule is published as of 2026.

Access rules drift faster than anything else we hold — check locally, and propose an edit if this has changed.

Rider tips

  • Learn on the lagoon; ride Barra only if you already handle waves, and expect the peaks to be contested on a good swell.
  • Ask whether the bar is open before you plan a session; it changes how the water moves at the lagoon mouth.
  • Bring a 9 m or smaller for front days and the 22-25 kt spring gusts; the 12 m only covers the 12-18 kt learning days.
  • Rig in the middle stretch of the lagoon: widest section, steadiest wind, nothing downwind to hit.
  • Check the wind angle at your launch; NE is cross to cross-off at the SE-facing Barra, and ask the school which lagoon shore they are using that day.
  • Hire a car; lagoon, Barra and Praia do Rosa are separate drives, and FLN is about 90 minutes north on BR-101.
