Kitesurfing in Ceará
32 spots · 10 destinations · 64 schools
Thirty-two spots run either side of Fortaleza on the same Alísios trade wind, July through January.
The pattern repeats down the coast: an ocean beach with chop and small waves, and a lagoon or river mouth behind it that goes flat on the right tide. Lagoa do Cauípe, 7 km downwind of Cumbuco, is where the freestyle crowd and half the schools sit. Paracuru is rideable only at Quebramar, the one legal stretch in the municipality. Jericoacoara and Praia do Preá blow 20-35 knots in the strong months. February to June the wind thins: enough for a first lesson, not much else.
Ceará holds 32 kitesurf spots in our atlas, grouped into 10 destinations. Riding here is mostly lagoons, flat water and waves. The season runs June to December. 27 of them suits beginners. 64 schools operate in the region. The busiest areas are Icaraí de Amontada, Cumbuco and Ilha do Guajiru.

CumbucoCumbuco2025Caucaia municipal law 3.900/2025, dated 2 July 2025, created the Parque Natural Municipal das Dunas do Cauipe.
Icaraí de AmontadaIcaraí de Amontada2026Informal kite zones are respected by the schools to separate lesson areas from free-riders, especially near the village center. No municipal kite permit, marked kite zone or seasonal ban is on record for Amontada in 2026.
JericoacoaraJericoacoara2026Zoning here comes from the national park and from a local association protocol, not from the town hall: a 2026 search of the Jijoca de Jericoacoara municipal law database returns no kitesurf or nautical-sport ordinance at all.
Praia do PreáPrea2020has a date windowCruz Municipal Law 690 of 9 October 2020 forbids kitesurf and kiteboarding on the municipal beach stretches in front of the barracas where bathers circulate, defined by maps and descriptive memorials annexed to the law; the published text lists only the heading 'Praia do Prea' and carries no coordinates.
Ilha do GuajiruIlha do Guajiru2026Nothing kite-specific is on record for 2026: no permit, no marked kite zone, no teaching-area ordinance, no curfew and no seasonal event restriction is published for Praia da Barra, and no written pousada or association agreement was found either.
LagoinhaLagoinha2026No kitesurf rules of its own.
ParacuruParacuru2015Paracuru has a kitesurf ordinance and it is restrictive: Municipal Law 1598 of 25 November 2015 forbids kitesurfing on the municipality's beaches except on one stretch, the Praia do Pau Fincado, known locally as Praia do Quebra Mar, between the imaginary lines drawn at its limits.
TaíbaTaíba20262026: the lagoon runs on a set of riding rules described as approved by the Taíba mayor and posted by the local kite community.
TatajubaTatajuba20262026: no municipal kite-zoning law exists and there is no public rescue service, so the working rules are the schools' and the local surfers' association's.
AlmofalaItarema20262026: no kite-specific rule, buoyed channel or marked bathing zone is published for Almofala or Torrões.
CamocimRio Coreaú delta, opposite the town, near the Piauí border20262026: no municipal or beach-community kite rules, zones or permits found for Camocim, Praia do Maceio or Lagoa das Cangalhas. That does not mean there are none; ask locally.
Canoa QuebradaCeará, Aracati20252025: zones apply and kiting is not allowed in front of the barracas; no municipal ordinance is published.
CurimãsTrairi2026No municipal or community kite or fishing-zone rules on record for Praia das Curimãs as of 2026; the local practice is to check conditions and nets with residents before launching.
FleixeirasFleixeiras2020Municipal Decree 022 of 2020 put the beach inside the APA da Praia de Mundaú, Emboaca e Flecheiras, a protected area; no kite-specific rule has turned up.
FortimFoz do Rio Jaguaribe, between Canoa Quebrada and Parajuru20252025: kitesurf here falls under the Ceara port captaincy's standing norms, third revision, approved by portaria 84/CPCE of 9 December 2025. A kite needs no craft registration and no skipper licence, and the navigation area set for the sport starts 200 m off the beach baseline, which keeps riders out of the strip in front of the sand where bathers are.
GuriúJericoacoara20262026: no kitesurf-specific ordinance, zoning or community rule for the Rio Guriu mouth was located.
Lagoa do CauípeCumbuco20262026: No current kite-specific permit requirement or municipal kite ordinance is published.
Praia da TabubaCaucaia20252025: launch, land and ride downwind of the barraca. No municipal kite-zone ordinance has been found.
Praia de EmboacaTrairi2020The beach sits inside the municipal Área de Proteção Ambiental da Praia de Mundaú, Emboaca e Flecheiras, created by municipal decree 022 of 15 April 2020. No kite-specific navigation, launch or zoning rule has been found.
Praia de MundaúTrairi20262026: the whole estuary is inside a protected area, the APA do Estuario do Rio Mundau, 1,596 hectares created by Decreto 24.414/1997, with thirteen traditional communities living inside its limits, so the mangrove and river side is conservation land rather than open ground.
Praia de TremembéCeará, Icapuí20242024: Icapuí Law 1006/2024 (13 December 2024) allows kitesurf and wing foil along the whole Icapuí coastline, including Tremembé, except four named environmentally fragile stretches elsewhere in the municipality.
TaibinhaTaíba2026Competition weeks are the one thing to plan around: Sao Goncalo do Amarante hosted two GKA world cups at Taiba in November 2025 (kite-surf 6-9 November, freestyle 12-15 November) and the 2026 calendar puts a GKA Kite-Surf World Cup at Taiba on 9-14 November, with a freestyle event also announced for the lagoon in late October.
TorrõesItarema20262026: no kite-specific rule, permit or zoning published for Torrões or Almofala. Ask someone local before going on the water; the tidal channel decides where you can ride, not a regulation.
UruaúBeberibe20262026: no kitesurf permit, zone, hours restriction or seasonal ban is published for Uruaú, the lagoon or the beach, and access to both is open.
Each block is the opening of the record's own rule, kept in its own words. Where two postings do not line up, both are kept and neither is picked for you.
